Some countries achieve international sports by building specialised facilities to train top athletes, instead of providing sports facilities that everyone can use. Do you think this is positive or negative development?

Some countries opt to provide special facilities to only top athletes rather than providing equal facilities that can benefit the citizens too. This essay agrees with both of these perspective as both hold individual importance due to several factors, primarily due to gaining international recognition as the well played team. Primarily, top athletes are trained by providing them with topnotch facilities as they were the specific people which can represent their country internationally while the untrained local citizens may use such facilities for fitness or for keeping themselves busy which is not going to benefit the country in long term.
Secondly, some developing countries are not financially stable to organize a setup for the local citizens too, providing them with equal facilities that are reserved for top athletes. If such countries spent their amount on providing just the sports equipment to it's citizen then they will lack behind in providing the basic facilities to their people, which will ultimately affect the other sectors such as industries, farming and much more.
Lastly, providing equal facilities to all the trained and untrained people will help the concerned authorities to know the true potential of every individual who is willing to perform at the international level. These people buried their dreams to represent their country on international level just due to the unavailability of required resources and recognition.
In my opinion, it is much preferable to provide the top athletes with the specialised facilities specially in under developing countries so that the government should have the amount to feed it's citizen with basic facilities that are much needed to spend a healthy life.
