The bar chart demonstrates British emigration to five countries from 2004 to 2007.
The highest emigration was to Australia. The numbers dropped significantly for other countries and emigration to USA saw the lowest numbers. Also, the total emigration amount dropped steadily over the years, except for Australia, France and USA.
35 thousands and 23 thousands British emigrants entered Spain and New Zealand in 2004. The Spanish migration saw a drop to 28 thousands and New Zealand numbers dropped to 20 thousands in 2004-2007. The drop was smooth with an exception for Spain as it saw a slight rise of about 1000 in 2005.
In 2004, Australia, USA and France had about 40 thousand, 25 thousand and 22 thousand emigrated people respectively. The final number in 2007 is less than the number in 2004, except for Australia. Australia dealth with increasing number of British emigrants as it rose to above 50 thousands and 42 thousands in 2006 and 2007. USA and France also had fluctuations in migrant numbers but the final year's number was around 3000 and 4000 less than the first year's amount respectively.

As English is the official global language, every single person who has to interact with people from different countries, needs to learn English to communicate. The provided statement refers to the fact that studying English in English-speaking countries is the best option but not necessarily the only one. I completely support this statement. Other methods such as distant learning, studying English with the help of books, learning from a native English speaker etc. exist out there.
Learning English language always has it's perks. In this global era, communication with people from various language backgrounds is almost inevitable. English provides a common platform for those interactions. Now, the best way to learn the whole English language and literature is to study in native English-speaking countries. As they have huge background and linguistic resources, you can learn almost anything about English language there. From Medieval to modern period, all the literutures are documented and within reach. Furthermore, you will be forced to develop your communication skills in English, as you have no other option for speaking and writing.
However, living in an English country is not the only option. Many can not afford the luxary of migration, but still learning English properly. One can learn from internet by surfing and collect proper sources for study. Also, books on English literature, phonetix and linguistic structure can be utilised. If those are not enough, anyone can hire an English speaking teacher or trainer to supervise the whole learning procedure.
In concluding remarks, there are always multiple options available to learn any language from anywhere. People opt for those alternatives because of financial barriers or fear of the tendancy of getting bullied because of his/her initial English skills. These minor inconveniences are not hard to overcome, and learning English language in an English-speaking country is still regarded as the best option.
