I believe you can't study a language truly without speaking with the natives and have an environment pushes you to speak and learn more about that language but you can still learn a language to some extend. So I agree with the claim that studying the English in an English-speaking country is not the only option to learn English.
Through my own experiences which involves almost 15 years of English education, I still find it hard to think in English and speak fluently. I believe not being able to speak often is the biggest reason for this matter. All these years I met a lot of international students with less theoritical English education than me speaking more fluently and can engage in conversations more naturally. I discussed this situtation with some of them which made me believe that this naturality and fluency comes from their past experiences in different countries where they lived and have to speak English constantly to communicate. Since they didn't have another option for the situtations they were in it pushed them to speak more, practice more and in the end gain the naturality and fluency in the way of their speaking of the language. But still all these experiences not in my belt, I was able to speak and communicate with them fairly easily.
In the end learning English without living or studying in an English-speaking country is definitely possible. But there will always be a gap in naturality, cohesion and fluency unless you push your self to speak English and learn from your mistakes.
