It is clear that most of the immigrants choose Australia to emigrate in all years given. Especially, the emigration has increased in 2006 to fifty thousand people. Spain seems to be in the second order when looking at the chart. It remained above thirty thousand until 2007 where the numbers decline below the 30 thousand. France on the other hand, showed a sudden increase in 2005 and decline afterwards. For the New Zealand, one can say that it is the most stable one when we considered the number of immigrants. Lastly, although USA has ups and downs in those year, it never reached up to thirty thousand level.

In sum, most of the British people who emigrate chooses Australia whiile it is followed by Spain. Hence, the last preferable countries are New Zealand and USA from the given ones.

There are some discussions about how a person can learn English in a best way. Some people think studying the language in an English-speaking country is the only way for a proper education while others think it is the best way but not the only one. I think the letter argument make more sense.

The major reason I believe that there are many examples from all around the world which shows good English level can be achieved within the countries whose mother language is not English. For instance, when we look at the Netherlands, nearly all of its citizens have a very fluent English despite the fact that they are speaking Dutch in their daily lives. This high level of English is achieved by proper education. Of course it would create a difference to study in English-speaking country since it will require people to a very large extent of practice area, but it does not mean others who have no such chance will lose the opportunity being good at English.

It is important to give a broader perspective what kind of education may provide good level of English in order to show there are other ways to studying the English language other than a country whose formal language is English. When people are given chance to access proper knowledge about the language and and given the practice area that enables them to use what they have learned will provide a good studying.

To sum up, I believe a good level of English can be achieved not only in English-speaking country even if it is the best and the easiest way.
