It is probably because those crimes can fulfill their odd and inhuman hobbies such as muddering, kidnaping. Furthermore, most of the convicts with mental problems used to be working people, or even some of them are religious professors in their major because only intelligent and well-educated persons are able to make an illegal plan carefully . Therefore, teaching them is not a useful solution because they already have the ability to get a stable job.
To summarize, educating people in prison is not a well-rounded solution because it is not effective for all kinds of criminals.
