The graph indicated the difference in levels of flood by using a stopbank. The upper graph shows a stopbank placed around the river, which only created a small ponding. While the bottom graph has no stopbank, the amount of water passes through larger and quicker.
On the top graph, the stopbank was used, it has a berm that connects to the floodgate, which helps control the water coming out from the gate, as well as protect it. On the other hand, the system with no stopbank has zero control over the flood. The only thing they can do is raise the height of the building. Although the freeboard on both graphs is the same, the raised building system is more dangerous than the stopbank system. The raised building is likely to be much weaker as the weight of the building doesn't have enough support. In addition, the water flow is much larger and quicker, which increases the chances of the house getting destroyed by the flood.

Many people believe that students should be divided based on their academic abilities, while others believe education should be the same for everyone. Although both ideas can help improve the society, it can also bring out many failures if the plans and procedures are done wrong.
The disadvantage of dividing students based on their ability is that people tend to compare themselves with others. There may be differences in the age of students, leading to some younger students being more arrogant to the older ones. Or, to think the other way around, the older students may think younger students are easy to fool, causing the younger students to be bullied by their classmates. For example, in a dance group divided by skills, the older dancers often look down to the younger ones in the group. Most of the time, jealousy is really strong in groups that are divided by skills.
However, if the same education was taught to all students, there would be no diversities in education and society. School would be like a factory that creates robots with zero elaborations throughout their learning. Some students may deserve a higher level of education, some may want to work harder than others. For example, a group of students was receiving the same education, but because of the students age and other features, they were restricted to receive a higher education, which they ended up in a less successful career instead of the better possibilities they could have with higher education.
I personally like the education that is divided by skill level. I think that people with more intelligence and more hard working deserve a better education
