The line graph below shows the oil production and consumption in China between 1982 and 2006.

The line graph compares how Chinese people consumed and produced oil from 1982 to 2006. Unit was measured by million of barrels oil per day.
Overall, it can be clearly seen that there were two periods: oil production outnumbers consumption and oil production is less than oil consumption, mainly becuase the increase of oil production in China in these years was less than that of oil consumption.
In terms of oil production in China, the period between 1982 and 1986 witnessed a dramtic growth from just above 2 million of barrels oil per day to approximately 3 million of barrels oil everyday and it remained the same level to 1994. In contrast, oil consumption kept the same number (2 million of barrels oil per day) during 1982 and 1990.
In the next years, the trends of oil production and consumption had opposited. The number of oil production rose slowly during these years and there was no more than 1 million of barrels oil per day. In 1993, the figure was excelled by oil consumption. owing to a stead and sharp increase of oil consumption, which increased to above 6 million of barrels oil per day and that was three times more than that in 2006.

Nowadays, environment issues are heatedly concerned. I will not agree that only governments and large companies can improve dramatically and the environment cannot be enhanced by individuals.
Admittedly, governements and large companies have more power in cure of environment, owing to their size and authority. Governments can make policies to confine people's misbehaviours and reduce pollution. For example, Chinese government require Chinese residents to follow the carbon netural goal and drive electric vehcile, hence the blue sky comes back recently in Beijing. In addition, large companies can reduce the carbon dixoide emission, which can greatly mitgate the environment. Because their bulk size.
However, the first reason I disagre that is that even the governement have the ability to stipulate the rules and regulations, the implement still depends on individuals. Without each citizen work together, the carbon netrual goal would be carried out effectively in China. Furthemore, large companies can make a huge difference because of their size, which aslo are made up by individuals.
What is more, Individuals can do some things which cannot be achived by goverment and large companies such as throwing the labbish into right bins. When all people have the awareness of environment, the environment problem will not leave too many issues. Plastic containment and other containments in land and lakes will be solved and even the greenhouse effect also might be less serious.
In conclusion, Although large companies and government have more power to solve environment problems, individuals also should take participate. Therefore, I believe that individuals also can improve the environment.
